Joe Barrett

Joe Barrett is the Project Director of Manhattan Justice Opportunities, a project of the Center for Justice Innovation. At Manhattan Justice, he leads an interdisciplinary team that provides social services as alternatives to incarceration for misdemeanor and felony cases. He previously worked at the Center’s main office developing and implementing pre-arraignment diversion programs and court-based alternative sentencing programs across New York City. Prior to joining the Center for Justice Innovation, Joe worked at the Petey Greene Program—a non-profit that trains and coordinates volunteers to serve as tutors in correctional facilities—where he was responsible for expanding the program to Massachusetts and Rhode Island. He holds a bachelor’s degree in History from Princeton University and an MPhil in Economic and Social History from the University of Oxford.

Alina Rosado

Alina Rosado is a graduate of the Manhattan Felony Alternative to Incarceration Court from October 2023 until she successfully completed her mandate in March 2026. During her mandate, she was connected to services for mental health and substance use needs. She also obtained employment as a home health aide and gave birth to her first child. She is currently residing in a family shelter and working toward obtaining an apartment for her and her child.

Tyrone Long

Tyrone Long is a graduate of the Manhattan Felony Alternative to Incarceration Court from April 2022 until he successfully completed his mandate in June 2025. During his mandate, he was connected to residential treatment for substance use and mental health support. Mr. Long struggled during periods of his mandate—and navigated many challenges, including the death of his mother—but was given multiple chances by the Court to re-engage and was eventually able to successfully complete. When he finished his mandate, Mr. Long was living in a re-entry housing program, attending outpatient services, and working with Ready, Willing, & Able. Since then he has stayed in close contact with his case manager, and he has since gotten an apartment and security job.
